Dual Pylon Signs Approved Following Size Reductions for New Commerce Way Gas Station

Chair Michael Main opened the Plymouth Zoning Board of Appeals session with a frustrated update on the continued "PY" cases, noting that the board was forced to grant an extension despite a large crowd gathered to testify. Main stated, this board does not like to do this to continue a case without any testimony whatsoever because this whole audience has come out primarily to speak on this petition.
Without any evidence heard, the board moved to push the matter to November. Motion Made by Peter Conner to continue the case PY 4183 and 4184 until November 10th this year. Motion Passed 5-0.
The board then turned to Case 4189, where High Rock Cranberry Crescent sought a special permit for a master sign plan at a new gas station at 2 Commerce Way. Representative Peter Marge of New Hampshire Signs explained that while they requested two pylon signs, they reduced the height from 20 to 16 feet following Planning Board feedback. Marge argued, The reason we're asking for two of these signs is that the site is unusual and that it has two entrances of equal status.
Fred Penold of New Hampshire Signs added that the canopy signage was adjusted to face Market Basket, stating, we plan on putting one facing Carver just as it is and then the other one would face Market Basket on the adjacent corner.
Despite the compromises, Peter Conner expressed his lingering doubt, saying, I'm not too excited with two pylon signs.
Ed Conroy scrutinized the visual impact, noting, I wanted to see that taken off cuz you drive past the car wash.
Associate Member David Peck recommended a strict condition against internal illumination, suggesting, The suggestion I'd have is, you know, to repeat, no internally illuminated signs.
Motion Made by Michael Leary to approve case number 4189, modification to case number 3764, with the removal of condition five, the addition of a condition that no sign be internally lit, and a requirement for an informal follow-up with up-to-date plans. Motion Passed 4-1.
Shifting to Case 4190, Brian Ellis presented a plan to convert the former drugstore at 233-235 Sandwich Street into a local deli. Ellis told the board, The proposed operation will be small-scale, locally run and designed to complement the neighborhood while maintaining the existing footprint.
Much of the discussion focused on six parking spaces that sit partially on town-owned land. Ed Conroy asked, how do we deal with the DPW comment that these spaces are on town property?
Michael Leary noted the historical use of the site, remarking, they've been used that way since the beginning of time in the 50s.
Kevin O'Reilly supported the waiver of parking requirements, observing that the six spaces that'll be closer to the deli, I rarely see them used.
Motion Made by Michael Leary to approve case number 4190 with the three stated conditions. Motion Passed 5-0.
The final hearing, Case 4191, involved a request by Joseph Yianiswitz to open a Thai massage parlor at 23 Aldren Road. Yianiswitz described the professional nature of the practice, stating, the practice will be low impact use with a minimal noise modest customer traffic and by appointment scheduling.
To address concerns about the facility's location within a multi-tenant industrial building, Michael Leary requested more specific documentation, noting, the plan that we have doesn't say whether they're down this end of the building.
The board ultimately approved the use provided engineering comments were satisfied. Motion Made by Michael Leary to approve case number 4191 with the condition that they satisfy the six engineering comments. Motion Passed 5-0. Following the approval of previous meeting minutes, the meeting was adjourned at 6:44 p.m.
